Jackson-Lincoln Swimming Complex Inc

In 1997, a dream took root in Quincy’s Northwest neighborhood—planted by the late William “Bill” Black, a generous soul who believed every child deserves something as simple and essential as a safe place to swim. Bill, an avid boater and quiet philanthropist, had spent years watching children swim in the dangerous waters of the Mississippi River and Quinsippi Bay—not out of choice, but out of a lack of affordable options.

Determined to change that, Bill joined forces with respected community leader Ben Bumbry to bring a vision to life: a public swimming facility where children could learn, grow, and thrive. On August 2, 1997, the Jackson-Lincoln Swimming Complex (JLSC) opened its gates. It was more than a pool—it was a promise—a promise of safety, community, and hope.

For over 27 years, JLSC has honored that promise. It has become more than just a pool—it’s a vital community hub in Quincy, Illinois, where families gather, kids learn to swim, and teens earn their first paychecks as lifeguards. As Quincy’s only nonprofit community pool, JLSC is committed to providing affordable, inclusive recreational opportunities for all.

With no ongoing city funding, the pool has been sustained entirely by the generosity of community members, donors, and grants. Each summer, hundreds of children—many from low-income households—find joy, safety, and belonging at JLSC. Over the years, we've trained and certified more than 30 lifeguards, empowered youth with life-saving skills, and hosted over 15 years of free Family Fun & Swim Nights, bringing food, music, and joy to families from every walk of life.

This is more than a swimming pool. It’s a launchpad for youth, a gathering place for families, and a beacon of equity and recreation in our city.
